To amend the law to allow all natural-born persons to become citizens, and, to define the nationality of "Coburan" to persons born within our borders.

The current Law of the Land states that citizenship will only be granted to those who can pass a qualifying exam. While the intent of the current law is admirable to ensure a certain aptitude among our citizens, it should fall upon the education system of our nation to teach our countrymen the national heritage, customs, and procedures. This bill would grant citizenship to all nationals (defined later in this bill).

The secondary portion of this bill seeks to define all persons born within the borders of the Republic of Cobura as part of the Coburan nationality. For centuries, peoples have identified their nationality with their place of birth, and to ignore that would be the same as ignoring our own heritage.

We hereby propose the following:

AMEND: Government policy concerning granting citizenship.

FROM: "Citizenship is gained by passing a qualifying exam."

TO: "Citizenship is granted to all nationals."

and

AMEND: Government policy concerning granting nationality. (national of this state without implication of having citizenship rights)

FROM: "Anyone receives nationality but immigrants must pass a test to gain nationality."

TO: "Only those born in this country or to nationals receive nationality."

MessageWe feel that "nationality" should define persons born in this country. Nationality in our eyes does not affect a person's status other than their heritage and identity. We are willing to remove article 1 to avoid the entanglements of actual citizenship, since in theory, any person, regardless of their nationality, can and should have the right to become taxpaying citizens with all rights and responsibilities.
