| In order to provide all citizens with access to multiple forms of entertainment at limited cost, this act provides that National Government provides a comprehensive network of public Libraries across Hobrazia. These Libraries will contain books from all facets of production from education, entertainment, and legal matters, music in the form of either/or Compact Disc/cassette and either/or VHS video/DVD. These are to be provided free of charge at point of use to all citizens. Libraries will also contain computers with direct links to the internet in order to provide further forms of education and entertainment to our citizens, though these systems will have in place programmes to filter out pages that could be designated as harmful to the population (these include pornographic and subversive websites), as well as locally relevant newspapers. In order to guarentee that information be protected from mis-use (e.g. stolen) all users will be required to show their I.D. cards, which will be fitted with a magnetic strip readible only by Library computers, that will contain information on what books/music/videos have been borrowed and at what date they should be returned. These borrowed items are returnable to any Public Library within the system. Should these items not be returned within the agreed time, or the user has not contacted the Library to extend the period of loan, then there will be a steady increase in the fine that the citizen is required to pay. Fines will not equal more than double the cover cost of the material, though the user will be expected to pay said fine within a six month period after the end of the borrowing period. If user has not paid within this period, money can be taken directly from user as part of taxation. |
