MessageMr Speaker

We can not support this bill because of Article 2. The proposed measure are not in accordance with the principle of subsidiarity. Our education system should be not be placed under goverment control. The family is the central unit of society and responsible for childrens upbringing.

MessageMr Speaker,

Subsidiarity does not apply when the local governments fail in their obligations, therefore, it is just to move to the next level of authority.

I yield.
