Description[?]:

The complete subsidisation of all pharmaceutical drug sales inevitably results in abuse. We feel that the proposed changes will be useful in at least minimising the damage caused by abuse, while still preventing citizens from facing a substabtial loss in quality of life as a result of medical problems.

MessageBecause the purpose of those taxes is to redistribute wealth. The taxes serve the purpose of taking wealth from the population at large to provide services to the entire population, but mose notably, to those who have the greatest difficulty subsisting for themselves. These people are rarely unable to subsist as a result of laziness, but more often it is the result of phsychological or physical disability, or in some cases, a sudden and unexpected downturn in the economy. For those of the latter group, many of them will recover shortly (very possibly as a result of the aid our governmental programs have offered them) and become contributing members of society then they will be on the other side of the taxes- they will pay, in order that someone in the same position they were in might benefit from the same social programs that allowed them to get back on their feet.
As for the physically or psychologically disabled people, they are a burden all of society should bear- the only viable alternative to supporting these disadvantaged people is mass euthanasia- a practice that, I hope you will agree, is distasteful and evil.
