The CSA will create an independent civil service, with the senior layers of management especially consisting of a permanent staff of professionals, without political affiliation. Ideology and partisan loyalties should not interfere in something so important as the general governance of the Republic - after all, "politics is too serious a matter to be left to politicians"! |

Message | I think this Act is fairly innocuous, and as there have been no criticisms, I shall move this to a vote. I ask Parliament to see the benefits of a permanent civil service, taken out of the political quagmire and left to get down to the business of running the country, and ask you to pass the CSA. |
