Description[?]:
The Stortinget of Kazulia hereby orders the establishment of the "Kazulian Inre Trygghet och Politisk Stabiliteten Uppdrag (KITPSU)". The KITPSU shall be tasked with ensuring the stability and security of the State in the face of internal threats against the State. The KITPSU shall be headquartered in Thorgerd, Vestvågøy. The KITPSU shall answer to the Minister of Internal Affairs; who shall be the top official of the KITPSU, with the title "Director of the Commission". The KITPSU and its agents shall be granted the powers* to: ****Perform arrests of suspects ****Detain suspects indefinitely ****Determine and implement punishments ****Develop and maintain networks of "citizen informants" ****Monitor the communications (mail, e-mail, telephone, etc) of all citizens, internally and internationally, between citizens of the State or between a citizen and a non-citizen ****Suspend the legislated rights of citizens ****All other powers necessary to perform their tasks that are not explicitly defined here *Not subject to judicial or legislative review ===Budgetary Information=== The KITPSU shall be funded by the Ministry of Internal Affairs. The budget of the KITPSU, shall not exceed more than 60% of the funds allocated to the Ministry of Internal Affairs, unless explicitly granted additional funding, via a new budget proposal. OOC: The strength of the KITPSU shall be determined by adding the paramilitary forces of whichever parties volunteer to be included in the KITPSU. Note: The guns of the police and of the KITPSU are owned by the Ministry of Internal Affairs or by the local police departments. Note: Treason shall be rather loosely defined. |
