Current legislation makes Kirlawa a police state, which is not something to be happy about:
Art 1. ID cards can be usefull for bank transactions, and travel abroad to nations accepting them. If go out in park for some running, i prefer to keep it home, else I may lose it.

Art2 is backed by Article 3. The more violent the police force, the more violent the crimes are. We only need special forces in case of emergency, not the military, we are NOT a Banana Republic
