Current: People must first obtain a permit in order to carry concealed weapons.
Proposed: Local governments may set and enforce concealed carry laws.
Article 2

Old value:: People must register domestic animals with the national government.
Current: People must register domestic animals with the local government.
Proposed: People must register domestic animals with the local government.

Old value:: Only adults are allowed to purchase fireworks
Current: Professionals may run licensed fireworks shows, small fireworks are legal to the general public.
Proposed: Local governments determine fireworks laws.
