Message | Rt Hon Duke Owens MP, Leader of the Opposition, Mr Speaker, the Hutorian Conservative Party has taken the decision to now advocate devolution in regards to certain policies. On issues of the environment - parks, forests etc. We see local governments as better placed to make correct decisions and the Bekenial government is not really in a position to make informed decisions on local issues. Mr Speaker, i believe this is our first Bill since our relegation to opposition. It has been carefully thought out and is in line with a more moderate stance towards right-wing policies. We do apologise to our voters for taking two years to formulate Bills etc. but as we stated we were discussing a new moderate stance and now we are in a position to propose and try and pass reforms. This Bill will be the first of many HCP proposed reforms before the next general election. |

Message | Tony Upson MP, Forward Hutori leader Devolving decisions to local government will simply end in tears. Devolution only encourages nationalism and their demands for even greater powers, until we operate under a completely federal system of government, or worse still, Hutori becomes a divided divided kingdom. Where does decentralisation and devolution end? |

Message | Rt Hon Duke Owens MP, Leader of the Opposition, Mr Speaker, to answer the question put forward by the FHP Leader... I would say Mr Speaker, that nothing proposed in this Bill should be considered a "national" issue. These are local issues where local councils are best placed to make an informed and proper decision. The HCP will not be proposing decentralisation of ANY issues we believe to be a matter of central government - for example we believe the death penalty SHOULD NOT be devolved and is a central issue. Mr Speaker, that is the way national and local government should co-exist. We also reject the view of encouraging nationalism and greater demands. The Hutorian Constitution clearly states in Article 12 that; "The national government also reserves the right to take powers away from local governments." This keeps the balance of power in favour of national and not local government. Mr Speaker, we would like to ask the Prime Minister why he is opposed to this Bill. Given his promotion of devolution in the past why would he oppose it now? |
