| LOWER EDUCATION Lower Education consists of 4 layers, to be followed after completing the preceding one. A student can not be placed in a higher institution, lest it passed the preceding one. Note that this is not necessary in the Higher Education System. The 4 layers are [age displayed]: Basic Child Education School [3-6] Primary Elementary School [7-10] Junior High School [11-14] Advanced Education [15-18] HIGHER EDUCATION The Higher Education system shall consist of 4 layers, depending on the results of high school. Individuals may attend a higher school after finishing the preceding layer. Labour Institutes, Vocational Schools, Colleges and Universities. The government shall have have a monopoly on Universities, but private non-profit institution are allowed in the other areas. UNIVERSITIES Each city will have two Universities each able to teach 250.000 students, and that teaches all 10 Professoriate Degrees studies.
