Message | We agree with the LDP. The LGB's logic is typically flimsy. As long as private operators exist, the incentives for them are (1) to ensure that their cost structures, and hence prices, are competitive enough so that they can actually attract customers, and (2) to price-discriminate (by offering discounts) to attract certain groups of customers. These incentives at the firm level are quite sufficient.
