Description[?]:

With the recognition that additional legal specifications were necessary and that the Diet should be completely able to resolve the present legal situation without appealing to the courts.

Henceforth,

1. Only those who are of Luthorian, Aldurian, Mordusia or Hulstrian ethnicity may serve in the regular branches of the Holy Imperial Military.

2. Imperial Citizens of other ethnicities wishing to serve the Holy Imperial Military may only serve in the in units specifically denoted as being part of the "Colonial Guard". The Colonial Guard will include both Luthorian subjects who are not of the necessary ethnicity to serve in the regular forces of the Holy Imerial Military AND any foreigners wishing to serve the Empire.

3. Only those who profess a belief in Almighty God are permitted to serve in the Holy Imperial Military, excluding the Colonial Guard. Special dispensation is given to Indralans because of their outstanding contributions to monarchism, they may serve in the Colonial Guards as long as they confess a belief in a form of recognized religion.

4. Every able bodied male subject of His Majesty is required to serve no less than two years in the Holy Imperial Military upon completion of schooling. Any able bodied Male subject of His Majesty who does not profess a belief in Almighty God must serve a term of same length in the Colonial Guard.

5. Ethnic Luthorians, Hulstrians, Mordusians and Aldurians are to serve in the main branches of the military. All those of other ethnicities are to serve in the Colonial Army.

6. The Holy Imperial Military shall maintain a pool of conscripts to serve as reservists. Those who are selected for reserve duty are for all intents and purposes soldiers of the Empire and are to obey military law and the orders of their superiors.

His Serene Highness, The Prince Thuringen, Chairman of the CIL and Imperial Prime Minister thanks his most esteemed colleagues in the LCNP for bringing this important military matter to the attention of the Diet. While the CIL is fully aware that it could easily pass this bill on its own, it would please the Chairman to hear the opinion and hopefully gain the support of the National Party on this matter.

Furthermore, His Highness hopes that the National Party and the League will continue a fruitful and mutually beneficial relationship.

I thank His Serene Highness for his kind words and consideration, and are gratified to see that the Imperial League's bill is an excellent amendment to the previous legal conflict. It is very much the intention of the Constitutional National Party to vote in favour of this most excellent Bill.

Indeed, it is a most excellent Bill, which presents a laudable resolution to the prior problem. It is, however, the opinion of the CNP that the situation may stil present an irreconcilable conflict for the minority in this Empire who do not align themselves either with Almighty God and the holy, catholic faith, or with any organised religion. The number of such persons is, of course, small, and the CNP is well aware that hard cases make for bad law, but it is the belief of the CNP that there may perhaps be a role for such persons in the armed forces, perhaps as non-combatants in the Colonial Guards.

We believe that such circumstances can promptly be addressed in another bill. We invite the LCNP to draft a bill suggesting that non-believers may be allowed to work as contractors with the military.
