MessageThe cuts to science and technology will deeply hurt our competitiveness in the global market. We should be aiming to make our economy based on hi-tech exports, not cheap labour.

As to the defence cuts, not only would this decrease our responsiveness to domestic and international problems, we would also stand to lose jobs for career soldiers and see a deterioration in the very equipment that military lives rely on.

MessageThe PSD does agree with the Parti de l'Aristocratie on science and technology. An economy based on high tech exports would desirable. We believe that investing further in education would help achieve this. However, the PSD will support and move to increase funding for science and technology. Regrettably, some restraint and reallocation must be maintained.

Further, this leads to significant confusion in the minds of us PSD members of the Sénat. How does the Parti de l'Aristocratie view the funding and government influence to science and technology? Is the involvement and funding being utilized to conduct government sponsored research, experimentation and development, only then to be handed to private corporations to profit? And further, in the feedback of the proposed budget, the Parti de l'Aristocratie indicated that by reducing government funding and influence, the market will lose competitiveness and innovation, which is highly inconsistent with the debate points put forward in the Education Reform Act.

As for military funding, the proposed cut is to two thirds of the previous budget funding. As the nation is not in an international conflict, or significant internal unrest, the PSD does not see the logic in spending more on weaponry and soldiers than on the health and education of our citizens.

The PSD will move to pass this budget on a temporary basis, to provide the interim framework for the large reforms to come that the PSD will make in its mandate: healthcare reform and economic reform. After one or both of those reforms have based, a second budget that will address the issues raised by the Parti de l'Aristocratie will be proposed for further discussion by the Sénat.

MessagePrevious science & technology funding is already low relative to the whole budget ; cutting it further hurts the research that the private sector is not so willing to fund (e.g. cancer research, least-known programs etc). Keeping an edge over others would definitely make Rildanor more competitive and innovative. The Government should of course determine these grants according to what serves the nation best, including whether they eventually end up for public or corporate profit.

As to education: it is our firm belief that if you can afford to send your children to go to school then why should the Government have to pay? Why not pay for those who cannot afford it? This same logic cannot be applied to funding science and technology programs.
