While some reform to the size ofthe Imperial Diet is undoubtedly desirable, His Majesty's Government is concerned that the present proposed number would lead to deadlock, and would prefer an odd number be chosen.

At the current time, there is difficulty with any sort of valid representation of the population with regards to seats. Additionally, deadlock is very unlikely with the presence of 5 parties as is. Perhaps we ought to allow this to pass, and alter it if a situation calls for it in the future.
