Message | Mr. Speaker, We can agree on article 1, but cannot work with Articles 2 through 4. Should Article 1 be rewritten in a seperate bill, we would give full support. We urge the House of Stafford to follow through with this course of action, but until such time, we will have to vote nay on this legislation. |
