Mr Speaker, Currently our system of funding higher education is via subsidies which is costly and inefficient. It also means that potential students must be able to afford to pay for a portion of their tuition while they are wanting to gain skills that are beneficial to both them and Dorvik. To tackle these issues, Vereinigt Dorvik proposes that we replace subsidies with means tested loans. That is; granting government loans to those who are deemed elegible based on an income and assets test, not including scholarships for those considered high achievers in their field. This will allow people to afford their tuition for the duration of their study as well as allow the government to allocate financial resources to areas more needy, such as improving the overall quality of education, and other parts of the economy including health and infrastructure.
