We propose a bill to allow for more educational opportunities amongst those people who have the talent, but not the means. This provides for social mobility without impeding the free market. |

Old value:: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Current: The government subsidizes tuition only for students from families classified as low-income or poor.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.

Old value:: The government leaves development of nurseries to the private sector.
Current: The government leaves the pre-school education policy to local governments.
