Mr Speaker,

We feel it is important to boost organ donation rates by presuming that unless otherwise stated, there to donate a person's organs. Studies show that in most circumstances where consent has not been explicitly given, it is more to do with the fact that the person has not taken the time to fill all of the standard paperwork we give them.
