This bill would change our gambling laws, so that "only small-scale gambling is allowed, involving limited amounts of money; casinos are illegal." This will eliminate the culture of exploitation by private gambling establishments, while still allowing Solentian citizens the freedom to gamble with their money on a private recreational basis. Parliament also serves notice of its desire for a seventh option, allowing for the construction of government owned and operated casinos. |

Message | The SSP believes gambling should be outlawed. It is a highly addictive pursuit, which destroys families and hurts functioning members of society. We believe it is wrong that casinos and private enterprises should be allowed to profit on the misfortune of others, especially when considering that gambling operations are build so as to stack the odds against the individual in favour of the house. There seems to us no conceivable benefit to the public from the continued existence of a legal gambling industry. |

Message | While the detrimental aspects of gambling are undeniable, we still support the current policy limiting it to licensed casinos and private homes. Making gambling completely illegal could also increase the amount of illegal gambling going on (similar to what is feared would happen if alcohol or smoking were illegalized). Though there are obviously problem gamblers, there are also smart ones who would likely be angered by gambling's illegalization. At the very least, we firmly wish gambling to remain legal at least in private homes. Gambling in one's home tends to be far less destructive than gambling in large-scale establishments, and would ensure that citizens are not breaking the law if they decide to up the stakes in a friendly game of poker with their friends. (OOC: on a slightly related note, I'm begining to wish there was an option to make casinos legal if they are government-own as a possible way to lower corruption. That or a way to specify just how many casinos are allowed to exist within a single region.) |

Message | (OOC: That's a very good idea - perhaps the game creators would be open to suggestions?) Would anyone consider supporting a change to the following proposal: "Only small-scale gambling is allowed, involving limited amounts of money; casinos are illegal"? The SSP doesn't like the idea of private casinos profiting from people's misfortune (that's another point: how would the money go back into society - licensed casinos aren't publicly owned, are they?). That said, we have no problem with small-scale gambling, especially as it would avoid a "black market" of sorts growing up after a total ban. - What do people think? |

Message | Probably, yes. Law enforcement isn't total. That said, we will stamp out the mainstream exploitation of people by large private casinos, which the SSP feels is a much greater problem. Thank you for your decision. |
