Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

The GDV proposes to seperate the office of President with that of Head of Government, thus meaning that two people will fill these seperate roles rather than one person filling the two. The current situation were the the President and the Largest Party are two different parties highlights the flaws of the system. Currently the President/Head of Government is from the GDV and the largest party (thus the government) is the SLP. This means that the President/Head of Government is presiding of a cabinet made up of members of a party which in the majority of cases is an opposition party. This Bill will bring the Republic of Vorona in line with the large majority of other countries that use the proposed system.

MessageSo basically its like having a National Government everytime a situation like the current one occurs. It's makes no sense. For example how is the President suppose to preside over a cabinet that is of a different party which has a different ideology to their own. Rather than making parties co-operate it makes them go loggerheads with each other the majority of the time and that is not good for Vorona.

MessageYeah, but the whole idea of the the President being the Head of Government is not working out. Plus the fact that the majority of countries on this seem to agree that two seperate officials filling these roles is better than just one

MessageA significant number of countries believe that they should have a symbolic Head of State (i.e. a monarchy), so should we turn Vorona into a constitutional monarchy instead? What fits a country doesn't fit another.

MessageLook.......it's obvious that a government made up of two opposing parties isn't working, look at us we hardly agree on anything - how is that good for the people of Vorona. Plus if your so keen on the present system, surely with me being the the Head of State and Head of Government you should toe the line behind me and follow my direction and support me???? - now I'm sure you don't want to do that do you.........think if I was elected as Head of State again, this time seperate from the government with you it, you could do as you want.

MessageRight then, so according to what you say, we should have a monarchy then. It even gives a sense of history to our nation. When I first joined this game, Vorona was a constitutional monarchy. Let me reinstate it then?

MessageWhere do I mention that we should return to a constitutional monarchy????..............Look what I'm saying is that the largest party in the parliament should solely be in charge of the government if their numbers stack up. The Head of State should be seperate to the Head of Government, for example if we look at the present situation, you would be in charge of the government and I would be purely a ceremonial President that can't intervene in the government. This system would work best when two opposing parties are elected to both positions. If one party is elected to both roles, so be it, the Prime Minister would have the more powers. Trust me I don't want a monarchy, don't know where you got that from, I was clearly saying "President". Anyway it would be me losing my powers anyway if this Bill passed.

MessageNo as in, since you want a separate Head of State with no powers, I would rather have a monarchy with constitutional powers, with the roles just like your proposed powerless Head of State. Furthermore a monarchy would enrich our heritage and culture.
