MINISTRY OF DEFENSE OF THE FREE REPUBLIC OF MORDUSIA From : Evelien CAMPS, Minister of Defense To : Members of the Cabinet, Members of the States-General Concerning: the implementation of NBC disarmament following international agreements Dear colleagues, Following our approval of the international treaty regarding non-proliferation, I have been asked by State Secretary Vanderling to present you my plans to implement the reforms enforced upon us. I feel obliged to give you an overview of Mordusia's current NBC arsenal, followed by my proposal concerning disarmament: 1. NUCLEAR Facilities: Cormorant Nuclear Research Institute (staff: 375) Storage: Cormorant Nuclear Depot and Hashleigh-on-Sea Military Base Types and numbers: * 56 Talan-I medium range ballistic missiles (range: +/- 2750 KM) * 39 Talan-II cruise missile (range: +/- 500 KM) * 2 nuclear submarines (currently drydocked at Icythe Harbor Naval Base) * 21 MNN-P1 hypersonic surface-to-surface tactical missiles (range: +/- 2000 KM) Following the disbanding of the army under Advocate General Zwart, both nuclear submarines have been temporarily decommissioned already. The total number of staff currently deployed for protection of our nuclear arsenal is 875. This makes a total of 1200 personnel involved in the nuclear program. 2. BIOCHEMICAL Facilities: Hashleigh-on-Sea Biochemical Development Center (staff: 50) Storage: Storage: Hashleigh-on-Sea Military Base Types and numbers: * 5000 MTC-F5V chemical artillery shells * 75 tons of tear gas * 5 tons of sarin A total of 300 military personnel currenlty serve in the research facility or depot. 3. CONCLUSION AND PROPOSAL 1500 staff are currently emloyed in the NBC program. 425 of them serve in the research facilities of Cormorant and Hashleigh-on-Sea, of which 75 scientists, 100 laboratory staff, 50 administrative personnel, 125 personnel for logistical and maintenance purposes, and 75 military on guard duty. A further 1075 serve on guard and support duty at the depots. These numbers include staff from various companies and military branches, there is no unified NBC service. The total budget for the NBC program is currently estimated at 6,000,000,000 MRD. This does not include some of the maintance cost that is budgeted under the Ministry of Infrastructure, and a support fee from the Science budget. The total program approaches 8,000,000,000 MRD. The code name for the disarmament plan will be "MSDP" (Mordusian Strategic Disarmament Plan). This program will be implemented in two phases: 1. MSDP-I Projected start: February 3304 Projected end: February 3316 Goal: Biochemical weapons destruction and partial nuclear disarmament Needs: a further 50 scientists, 250 support personnel, an estimated 24,000,000,000 MRD budget injection spread over 12 years for the Defense Department and an estimated one time injection of 10,000,000,000 MRD for the construction of a disarmament and destruction facility for NBC weapons by the Ministry of Infrastructure Realisation: I propose to safely sell part of our supplies of tear gas either to our police force or close allies. The rest will have to be destroyed. The supply of sarin will have to be destroyed in a safe environment, for which the Ministry of Infrastructure will have to provide special facilities. The 5000 MTC-F5V chemical artillery shells will require intensive care. Finishing this plan would not only mean the complete destruction, transfer or disarmament of our biochemical weaponry, but also decommissioning both our nuclear submarines and disarming already the 21 MNN-P1 hypersonic surface-to-surface tactical missiles we currently have stored. 2. MSDP-II Projected start: February 3316 Projected end: February 3324 Goal: Nuclear weapons destruction Needs: an estimated 18,000,000,000 MRD budget injection spread over 8 years for the Defense Department Realisation: For the realisation of MSDP-II approximately half of the staff will be put to good use elsewhere. This plan aims at destroying the final 95 nuclear missiles (Talan-I and Talan-II). After the realisation of MSDP-II, the Free Republic will adhere completely to international agreements and will have abandoned its NBC program. All staff is expected to be transferred afterwards. Periodic evaluation will be put in the hands of a committee consisting of the Minister of Defense, the Head of Government, the Minister of Infrastructure and Transport, and the Minister of Science and Technology. Message | The Finance Minister offered the Following Comment: We are committed to fully funding the requests, of the Defense Ministry, for the purposes of nuclear, Biological and Chemical Disarmament. The Budget for 3303 has been passed, however, the Finance Ministry is willing to build supplimental budgets to fund special projects. We would need figures from the respective ministries with regard to 1) What they will need should the Head of Government or State ask to have the start date of MSDP moved up a year, 2) What each Ministry will need, year by year so that we may build this into our budget projections, and 3) Inside and outside anticipated dates (max and min times needed) so that we can adjust as circumstances rise. We currently are running a budget surplus of 38 Bil MRD, and can afford to fund the entire program now. However, some obligations will also need to be met within the next twenty years to maintain fiscal discipline, while at the same time, meeting the needs of a growing public sphere under the NSP. We do not expect new sources of revenue, but other ministries which are involved in less costly matters may be willing to accept cuts, and additionally some ministries with related activities (such as Science and Technology) may be interested in Grants from the Government to develop new technologies which can bring this project in under budget (such as new uses for technology formerly used in weapons of mass destruction.) Additionally, we would need information from the Trade Ministry with regard to the potential revenue generated from the sale of weapons to close allies and information from the Defense Department concerning the offset that will occur as deployed forces are decommissioned (the peace dividend). The Ministry is not adverse to running short term deficits, but long term debt is a killer in terms of national growth, and so a careful accounting and planning is necessary. |
