Message | It is not as simple as '2 parties with 250 votes each'. The division of seats of -several- parties can be in such a way that, depending on who is on what side of a particular issue, the number of seats for and against will be equal. We recall there was a time that the seats of the Gaduridos Senate were distributed in such a way that it was possible for a bill to be won by only 1 seat. While it is not probable, to say it will 'never' happen is simply foolish, and such an outcome is EASILY prevented at NO EXPENSE by simply having an odd number of seats. |
