Bill: Child Work Act

Details

Submitted by[?]: United Blobs

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 2150

Description[?]:

For the purposesof this bill child labour is defined as the employment of children.

This bill will permit children to gain employment. They will have the same rights as adults but with the following additions and qualifications:-
1) No child may be forced into work. All potential employers must check that the child consents at the time of employment. Should any evidence of the child being forced emerge then this finding should be reported to the police who will make sure that the employment is stopped as soon as possible. The police will have to power to fine and/or prosecute the person forcing the child.
2) The child's legal parent(s)/guardian(s) must give written permission for their child to work. If this does not exist then similar proceedings will be taken as if the child was forced although the child may not be fined/prosecuted themselves.
3) All children must 14 or older to be employed
4) The work may not be during school time or prevent the child attending school. Work will be permitted before and after school starts for each day but not during it.
5) Children may not be paid less than adults doing the same work.

MessageWhat ages are deemed to be acceptable to start work. I know the law states "children" but as that covers everything from birth to (currently) 16, that's a heck of a difference. Children aged 10 < would be more likely to be forced into work (though accepted maybe not always) by parents without knowledge of those employing said child, so inclusion of some kind of safety for children might also want to be included.

MessageWould 11 be an acceptable minimum age or should it be higher (e.g. 14)? I'm confused about your second point so some clarification would be helpful

MessageI would say 12 (dunno why 12, I just think it's a good number) though we would support 14.
After re-reading that point I see what you mean. It's a bit of using the age point that you've already covered, but extending it to guarantee that parents can't force children into work. I understand that the law is already written as such to not accept forced child labour, but perhaps some further clarification is needed as to what steps employers, or even possible employment watchdogs, can take so as to guarantee that parents aren't forcing children into work (though it would be partially covered by the age limitation). Does that make any more sense?

MessageHmm. I believe 14 is a good mininum age. Overall I could support. As to not allowing work during school, what if they could work but with a limit to the weekly hours they can. For example, limiting their hours during school to 20-25 hours per week? But as I said I can support as is.

MessageI'm not sure you interpreted it correctly. My intention was to allow children to work but not during the time they are meant to be actually attending school. I've done a bit of rewording to try and make it clearer.

MessageWe will not support this unless it is made clear that expendable child labour in heavy industry is still outlawed. We will not allow children's lives to be risked.
