Mr Speaker, equality is not giving minorities an advantage based upon the fact they are a minority. That makes hiring unequal. The only acceptable form of hiring policy is the status quo which is based upon merit and the colour of your skin or ethnic background should not play a part at all.

Mr Speaker, positive discrimination is not about giving minorities an advantage because they are a minority. It is a deliberate policy to address problems that date back to when our society was less tolerant. Like the persistence of Hutori lawyers coming from the same socio-economic group. Positive discrimination would address that balance by helping to ensure that the so-called "old boys network" does not persist.

Mr Speaker, it is not about having a quota system - its about having those best for the job! So what if the best are all of the same ethnic group or whatever. The fact is that the best rise to the top - regardless of ethnicity. Why should skin colour play a part in anything that should be based on merit?

Mr Speaker, what the Right Honourable member suggests is exactly what should happen. But it does not in practice. In our country a person from a poor background has far less of chance of becoming a doctor than someone from a wealthy background. Of course, we should seek to change this through better education et cetera. But this will not solve the whole issue, because those from disadvantaged backgrounds will always have...disadvantages..it's in the name!

Mr Speaker, the only way to address these inequalities is to ensure that individuals from these groups are hired - even if "technically speaking" they are not the best candidates. This is often deceptive. As an example, rich people often have an advantage getting into professions because they have the money do unpaid internships. If we enforce positive discrimination then companies will not look for this very exclusive experience, rather they will focus on personal qualities and intelligence.

Mr Speaker, this is not a matter about whether you come from a poor or wealthy background - unless "poor" is an ethnic group? The whole point of having qualifications etc. is that they determine who is the best candidate for whatever job, it is as simple as that.

Mr Speaker, even if the HCP subscribed to the idea of social mobility - which we do not. We believe that society works best whenever everyone is aware of the roles they have to perform. We are not saying that each ethnicity has a certain role, but lower, middle and upper classes each have a role and we see social mobility as a hindrance to a working society - rather than a benefit.

It is a harsh fact of life Mr Speaker, that there are inequalities. You would be delusional to believe that a society where all are equal is a realistic ambition. The HCP accepts inequality as a fact of this world we live in and we have constructed our view of society as one that allocates roles to social classes, because people are more secure and safe whenever they know what they are supposed to be doing. We reject any form of hiring policy based on any sort of criteria other than academic achievement.

Mr Speaker, the whole idea of "positive" discrimination for making up for the past as well is a flawed argument. Rather than accepting all are equal, this creates resentment amongst the main ethnic groups because minorities get preferential treatment and this begins a cycle of distrust towards minorities. Mr Speaker, there are so many flaws with positive discrimination and hiring policy that the only acceptable policy is to let corporations decide for themselves who they hire.
