The Internal Affairs Minister endorses the following Bill

The ID Card program in Mordusia, while beneficial to the Republic in that it allows the Government to maintain important data on the citizens of the nation, is onerous in its current form. We propose to change it to a Voluntary, paperless Program that allows citizens the ability to quickly and easily establish their identity in a way sanctioned by the state, employers and the police an opportunity to ensure that a person is who he or she says they are, and the Government the demographic data necessary to effectively govern a diverse and changing society.

ID's will contain a photograph of the the Individual (provided by them, of ID card format, which may be obtained at any number of private businesses who have a set up for such purposes) as well as the following information.

Full Given Birth name
Other names by which person is or has been known
Date of birth
Place of birth
Gender
Address of principal place of residence in the Mordusia
A photograph of head and shoulders
Signature
Special information about individual and requirements of law
Government issued Identification number

Name, address, and Date of Birth may be verified using existing government databases. All applications may be submitted online, but individuals must appear in person at the regional branch to provide photograph and to sign the card in the presence of a duly-appointed official of the State, who must counter-sign and then issue the ID card.

Citizens will be assessed a nominal fee for ID cards, and a significantly higher fee for replacement.

Each ID will be valid for a period not exceeding 5 years.

Funds for the program will be re-allocated from the current ID program, and will be supplemented by application fees from users. This Bill should not change the budget line for the IA Ministry.
