| This Act will create the official office of Vice-Premier. Let it be resolved: Art. 1: The Minister of Foreign Affairs and the Minister of Internal Affairs may bear the title "Vice-Premier" in all official and unofficial documents. Art. 2: The Minister of Foreign Affairs will be known as the senior Vice-Premier. The Minister of Internal Affairs will be known as the junior Vice-Premier. These additions are not part of the title but are for reference purposes only. Art. 3: When on official visit, the Vice-Premier will have the power to represent the entire Cabinet for decisions and concerns that have already been endorsed by the Premier. Art. 4: If the office of Premier will be unoccupied during a Legislation due to death, resignation, long term disease, &c., the senior Vice-Premier will serve as Acting Premier. If he or she is not able to, the junior Vice-Premier will be asked to serve as Acting Premier instead. If all three offices are unoccupied, the Government will seek other measures (early election, Cabinet proposal &c.). |

| Message | Dear colleagues, the offices are not handed out according to power - if that would be the case, we might consider the Ministers of Health or Education as the budgets they control are three to four times higher than that of other Cabinet officials. Instead, we have chose to name those Cabinet members Vice-Premier who are supposed to be senior Government officials. The true nature of the Ministers of Foreign and Internal Affairs are not really power - though they control vast aspects of foreign police and our internal affairs (security, ...) - but prestige. |

My country has a lot of Vice-Premiers, all these fellows can call theirselves "Vice-Premier": Minister – Finance and Sustainable Development Minister – Foreign Affairs, Foreign Trade and European Affairs Minister – Economy, Consumer Affairs and the North Sea Minister – Pensions Minister – Interior Minister – Social Affairs and Health |

| Message | Ooc. Of all cabinet officials in the US, sec'y of state( which is Foreign minister) and defense secretary are probably most influential. HHS is occasionally important, labor, transport etc, not really at all, and few Americans could tell you who is the Treasury Secretary. Speaker of the House, and Senate Majority Leader are both FAR more important that most cabinet officials. In the US, the Head of State and Head of Givernment are the same person. The hog role is really diminished, though. The Prez has handed most of that power to the congress. |
