MessageNo laws isn't promotion either, as there are no government laws on the issue. While drugs are legal at the present time, they are not being promoted. Under this act a drug is being promoted.

MessageNo laws is promotion. Anyone who is inclined to try drugs will do so, while under a state of drug regulations, the people who are merely interested in them and do not care to use them a lot, will not bother running the risk of getting punished for doing so.
