A petition carrying some 2.000.000 signatures was received today at the Office of the President of the Free Republic.

Plaintiff:
"The Undersigned, represented by Evelien Camps, Member of the States-General (MSG), former Premier of the Free Republic (3308-3310), former Minister of Defense (3300-3308 and 3310-3312), former Minister of Foreign Affairs (3294-3300), former Minister of Finance (3284-3294)."

Content:
"The law concerning religious dress cannot be forced upon public officials. All should be free to dress as they please."

The President has concluded he does not have the authority to speak on the issue before him as this is the responsibility of the Government and the States-General.

Hendrik Viljoen has therefore decided to call together an advisory committee to deliver a non-binding advise to the Government concerning the disputes raised by the implementation of the law.

The panel has had several sessions of debate on the issue, and has undersigned the following conclusion:

"Because of the rich history of the Churches in Mordusia and because of the liberal tradition vis-à-vis civil rights, the advisory committee can state the following to the President of the Free Republic:

We regard the current legislation (Public officials are not allowed to wear religious symbols while exercising their duties.) not in correspondance with the liberties the people have by custom invested in their public officials. Free elections are guaranteed by the Constitution, the Public has always been held responsible for the representatives they choose. Whatever their religious, political or amateur outing.

However, in retrospect, we consider the former legislation (People are required to dress according to religious codes.) to be a violation of the traditions of the Free Republic because of its dubiousness and lack of coherence with other aspects of the law (cf. laws on clothing, crossdressing, &c.).

We would recommend the President advises the Government to let the people be fully free in their choice (There are no laws regulating the wearing of religious clothing and the wearing of religious symbols.). Alternatively, of course, the Government may choose to implement a ban on religious symbols in public buildings (It is not permitted to wear religious clothing or religious symbols in public buildings.). Such would fall under the strong tradition of property rights in the Republic, the Government being of course the owner of its facilities.

The advisory committee advises against the direct interference with people's clothing and recommends only general, clear rules to be implemented."

President Hendrik Viljoen has decided to forward this advise with his signature to the Cabinet and States-General.

MessageThe Premier has stated that he would endorse the work of the committee and would support an alteration of the current law to read:

"There are no laws regulating the wearing of religious clothing and the wearing of religious symbols." but only with the provision advised by the Commission that religious symbols will be banned from public buildings. This will allow those religious public officials who want to observe their religion to do so while not on time at work. This will also prevent any implication of public endorsement of religion.

The Premier believes that this is an appropriate compromise that takes the concerns of all Parties into account, and thanks the Commission for their work. The Premier also thanks the President of the Republic for standing aside and then endorsing the work of the commission.

The NPP pledges to author a bill to reflect the decisions of this commission directly before the election, so it is on the floor to be considered and voted on directly following the election.
