Bill: Adoption of Children by Everyone

Details

Submitted by[?]: Foster Care Survivors Party

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: November 3317

Description[?]:

Preamble: I am a foster care survivor. I lived for sixteen years in foster care. I was moved thirteen times and was abused in several foster homes by straight people. I have known many foster children who grew up in foster care as well, and who have lived with gay and straight foster families. They have often stated that they were cared for and treated most like a real child by those who were gay couples than they were treated when they lived with straight foster families.

Many foster children have also suffered abuse by straight people, and none have ever reported being abused by a gay foster parent. Permitting gay foster parents to adopt children is in the best interests of children in state care. Remember, your opinion of gay people is not the issue. The best interests of children in state care is the issue. Their emotional well being is what matters.

If this law were to be passed, we would also like to pass a new stipulation that all adoption placements be monitored after the placement has been made. Currently, a screening process is in place before the adoption process takes place to test if adoptive parents are going to be the best choice or safest choice for fostered children who are put up for adoption. However, those processes are not enough.

We will propose that post-adoption monitoring be implemented to ensure the safety and well being of all fostered/adopted children.

MessageWe would like to respond to the Republican Party. Can you suggest some tighter regulations on adoption tests that you are thinking of.

It is our assumption that you are talking about screening potential foster/adoptive parents for the safety of children in foster care/adoption scenarios. If so, it is our party's belief that the screening process for potential adoptive/foster parents -- no matter how strict or thorough -- can always be cheated by those who intend to do harm to fostered/adoptive children.

We also know that some potential foster/adoptive parents do not intend to harm children but honestly wish to help them, may suddenly become tempted to harm a child either physically, emotionally, or sexually, even though they never thought they would, simply because some people don't know what might provoke them or tempt them until they are put in that situation. One they may never have been in before.

So it is our belief, from listening to victims of abuse of all kinds, that the best security to implement is not only strict screening, but also strict and consistent post-adoption monitoring. The details of which will be implemented by regulations.

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left.

Random quote: "Civil disobedience. . . is not our problem. Our problem is civil obedience. Our problem is that numbers of people all over the world have obeyed the dictates of the leaders of their government and have gone to war, and millions have been killed because of this obedience. . Our problem is that people are obedient all over the world in the face of poverty and starvation and stupidity, and war, and cruelty. Our problem is that people are obedient while the jails are full of petty thieves, and all the while the grand thieves are running the country. That's our problem." - Howard Zinn
