In these trying times of wars and rumors of wars we reserve the right to use nuclear weapons if such a situation should arise yet our current laws about Bioweapons restrict us to use age only in non civilian areas. Do we expect our enemies abroad to do the same? We must be able to use Bioweapons as a detterent and we all know that it is not a detterent if it is not on the table.
