Following the cowardly and disgraceful assault on democracy by the Reptilian party, we propose that the NCDO be reformed in order to regulate paramilitaries and to ensure the survival of Coburan democracy."

NACIA CIVILA DEFENDO OFICEJO

1. A regulatory body will be set up, named the "Nacia Civila Defendo Oficejo", operating under the auspices of the Ministry of Defence, in order to regulate paramilitary formations.
2. Paramilitary groups must apply to the NCDO in order to obtain an operating license which will grant them formal recognition as a legal armed entity.
3. Paramilitary groups which do not hold an operating license granted by the NCDO will be considered to be operating illegally, and will be prosecuted to the full extent of the law.
4. Paramilitary groups recognised by the NCDO will submit to regulations and regular inspections in order to ensure that they are in compliance with NCDO regulations and national law.
5. Paramilitary groups which are found to be in breach of NCDO regulations and/or national law will have their license revoked.
6. Paramilitary groups found to be in breach of national law will also be prosecuted.
7. The head of the NCDO will be appointed by the Minister of Defence from a pool of apolitical government employees.
8. In order for the granting of a license to be valid it must meet with the approval of Coburan legislature, passing with at least half the votes of the Coburan parliament.


Conditions for obtaining a paramilitary license:

1. The applicant group must have ties to a recognised political party within Cobura.
2. That political party must be a member of the Coburan Democratic Alliance.
3. That political party must not be a member of any international organisation which is anti-democratic in nature.
4. That political party must not be a member of any international organisation which uses paramilitary forces.
5. The group must not have previously been granted a license which was subsequently revoked for a breach of regulations. Any group falling under this category must wait a period of five years before re-submitting an application.

Failure to meet all these conditions will result in an application being denied.


Regulations:

1. Paramiltary groups must provide the NCDO with an up-to-date and accurate account of their numbers.
2. Groups will submit to, and fully comply with, annual and random inspections conducted by members of the NCDO.
3. Groups must be compliant with national laws, including firearms laws and anti-discrimination laws.
4. Groups are to comply with orders from the NCDO and in times of war will fall under the jurisdiction and control of the Ministry of Defence.
5. Groups will strive to defend Coburan democracy from the imposition of dictatorship and nothing more. The use of paramilitaries for achieving political ends, or for interfering with the democratic process, is strictly forbidden.
6. Accurate financial records should be submitted to the NCDO, and those groups which require financial assistance will be provided funds by the NCDO.

A breach of any of these regulations will result in a license being revoked and the group members being prosecuted.
