“My Lords of Parliament, my Lord Chancellor,

It is with great care and though that we come to you today with this proposition. Our military, what we can call a military, exists without organization and a clear line of command that can and should be consulted when our nation is threatened. It is with this knowledge that this bill is put before our nation’s legislature.

Article 1:
The armed forces of Telamon shall be called the Royal Armed Forces of Telamon and shall compose of five divisions that shall, for the purpose of conversation, be call the Armed Divisions:
• The Royal Army
• The Royal Navy
• The Royal Air Force
• The Royal Homeland Guard
• The Royal Reserve

Article 2:
The Royal Armed Forces of Telamon shall bolster their ranks by methods of Parliament’s choosing.

Article 3:
The upper hierarchy of the Royal Armed Forces of Telamon shall be as follows:
1. Commander-in-Chief
2. Minister of Defense
3. Council of the Royal Armed Forces of Telamon
4. Secretaries of the Armed Divisions
5. Commander-Generals of the Armed Divisions
6. Councils of the Armed Divisions

Article 4:
The Royal Armed Forces of Telamon shall have HRM The High King as their Commander-in-Chief who shall exercise ceremonial command in times of peace and direct command in times of war, should he choose not to delegate that command to a capable citizen of Telamon.

Article 5:
The Minister of Defense is a civilian position that shall follow the rules of appointment as defined by our Constitution.

Article 6:
The Council of the Royal Armed Forces shall be composed of the most experienced men and women from the flag ranks of all divisions.
It shall have 26 members including 25 voting members and one non-voting, retired Chairman of the Council of the Royal Armed Forces who shall be appointed by the Minister of Defense who shall choose from 8 candidates who shall be appointed by The Cabinet, the High King, Parliament, and each of the Armed Divisions.
Each of the five Armed Divisions shall have the power to appoint five members of the Council: four flag officers and the most senior enlisted soldier of each Armed Division.
The Council’s duties shall be as followed:
• To oversee the deployment and management of all troops and equipment of the Royal Armed Forces of Telamon.
• To oversee the training of all military personnel and the construction of all equipment at the military’s disposal.
• To plan strategy with the advice of any consults the Council deems necessary.
• To advise the government on all military matters, great and small.

Article 7:
Secretaries of the Armed Divisions shall be appointed by the Minister of Defense with the advice of HM The High King and HE the Lord Chancellor.
Their duty shall be to lead and manage the Armed Divisions.

Article 8:
The Commander-Generals of the Armed Divisions shall be the highest ranked flag officers of the Armed Divisions.
Their duties shall be to oversee training, preparation, and management of the Armed Divisons.
They may serve on the Council of the Royal Armed Forces of Telamon

Article 9:
The Councils of the Armed Division shall each have 15 members made up of the following:
• The Commander-General of that Armed Division that shall preside over its proceedings and supervise its actions
• The Surgeon-General of that Armed Division
• The 9 highest ranked soldiers, flag or otherwise, of the Armed Divisions
• The 2 highest ranked, most senior, and highest regarded enlisted men of the Armed Division, to be determined by the Commander-General of that Armed Division and the Secretary of that Armed Division.

Article 10:
The military shall be permanently stationed and based in various cities across Telamon with each headquarters in Telapolis.
The military may be tentatively deployed to a guest base in any nation with which Telamon has a non-aggression/friendship pact with a majority vote of Parliament.
Any international base shall be considered Telamonese soil and under permanent command of the Government of Telamon until Telamonese forces are asked to leave or are recalled by HM the High King, a majority vote of Parliament, or by order of the Lord Chancellor after a majority vote of the Cabinet after the approval of the High King.

Article 11:
Should a declaration of war be issued or a conflict be engaged, the military shall be deployed by a two-thirds vote of Parliament.
