1) You're not a part of the central government, so you shouldn't have a problem if the central government devolves certain powers and responsibilities to local governments.

2) You're trying to make a law that would remove the power, of local governments, to do so on their own.

The law I would actually prefer is the old one where the government actively promotes population growth, but I wanted to see population diversity in Beluzia. It sucks when all the parishes have nearly the same population.
Since I left it to local governments, I've been seeing that Iker Ado tends to have a high population and Bailon tends to have a low one.
