" I believe public education to be necessary because of the need in our modern society for people who are capable of reading, writing, and doing basic mathematics. I propose the reestablishment of Dranland's public school system, which has been abolished since November 3244, all due to Lana O'Shaughnessy, a former GNP Spokeswoman for Education and Culture. It is clear our nation needs to establish a system that meet and can assure the population the following needs:

*Provide universal access to free education.

*Guarantee equal opportunities for all children.

*Unify a diverse population.

*Prepare people for citizenship in a democratic society.

*Prepare people to become economically self-sufficient.

*Improve social conditions.


Are those not worthy goals? How else can we offer an equal chance for success to all students, if not by a public education system that can assure the aforementioned goals are completed? I, for one, believe that public education is essential to our country’s common good.


That is why I propose the passing of this bill, which will reinstate the decades-absent government education system."

The Public Education System of Dranland (PES) will be administered by the Ministry of Education and Culture through the 'Public Education Council'


Funding for the PES will come directly from the Ministry of Education and Culture's budget.

Education shall be mandatory according to the established laws.
PES shall not discriminate any student based on gender, age, race, religion, ethnic group, or other such factors, and is obligated to provide education to all persons of age that so request it.

The state shall make education completely free for all students that make use of the PES and shall not charge said students or their families for the services that PES provides.



Quality of education and Objectives that the Public Education System mus meet at all times.

1. Getting students to learn what is relevant and to learn it well. To this end, the state education program will work at strengthening academic quality and relevance of education so that students can acquire and develop the needed knowledge, sensitivity and skills for a better life:

Scientific Studies
Historical and Social Studies
Logic and Mathematics
Communication and Language


2. Getting students to learn to live and know how to live with others around them. This will strengthen the comprehensive nature of education and training so that, at all levels and modalities of the education system, students will acquire and develop the knowledge, sensitivity and skills needed for social development:

ethics
aesthetics
civil studies

This involves drawing on art and culture as forms of social education of the populations served in this education system, articulating universal cultural and artistic heritage with which to build in our area and emphasizing the construction of a culture of rights and responsibilities.

3. Develop entrepreneurial capacity and adolescent populations, youth and young adults through joint action agency to make them more educated and skilled for the development of the business and entrepreneurial sectors of society, including the management of other languages ​​and technologies, and communication. This effort will be undertaken to raise the academic level of the young labor force.

4. Promoting a healthy lifestyle in the student populations of all levels and types of education systems in the framework of a harmonious relationship with nature and education for sustainable development. The Ministry of Education and Culture shall work at redefining 'physical education', to provide up to date and efficient 'PE' services.


Primary School:

Kindergarten up to 6th grade

Secondary School:

7th grade up to 9th grade

High School:

10th grade and 11th grade.


This bill shall also redefine the mandatory schooling age: which shall be 17 years of age.
