Impact = Population x Affluence x Technology Impact may not exceed carrying capacity. Technology can only increase so far. Therefore, to keep our level of Affluence rising or steady, we must reduce Population. Similarly, allowing poor people more children than they can afford is unfair to the children and a burden on the taxpayer. The only fair and logical way to redistribute wealth is to have the individual do it. To this purpose, we propose the following system: Proposed: Each year we shall set aside a sustainable number of births to be permitted, to be determined by a non-partisan bureau of the Environment ministry and endorsed by private watchdog environmental groups. These shall be sold at auction, for no less than the most minimal fee required to care for a child. The government shall entrust the money to private banking organizations, which shall earn interest on each account, and return money to the parents in monthly payments to care for the child. Provisions Against Violation of the Act If parents ignore this, the money shall be lent if a willing lender can be found, if not heavy fines will be inflicted until the money to raise the children is secured, with property to be seized to secure this. If parents in violation of the law lack anything resembling the requisite material resources they shall have the option of taking the money on loan or surrendering the child for adoption. These excess children will be taken out of the next year's allotment. Resolved: This will ensure a sustainable population, and provide that every child shall be well cared for. By a small inoculation of big government at birth, we will prevent any supposed necessity further down the line, and even out any inequality of opportunity. |
