| Federal Council of Nobles, NOTING the lack of law regarding ownership of animal as pets. CONCERNED that not all animals are suitable for everyone as pets. AWARE that some animals, even domesticated, can become a threat to itself and others when mistreated, or affected by external circumstances. CONCERNED that trade of exotic animals may result in them ending on wrong hands, and might pose threats to itself and others. BELIEVING the regulation should be put into the hands of local governments for their knowledge on local fauna. REQUIRES owners of animals as pets to register themselves and their pets to local government, whom should judge whether the ownership is safe for all parties concerned. RESTRICTS the ownership and trade of exotic animals to zoos, zoological institutions, or otherwise individuals entrusted by authority. |

| Message | While we are in agreement concerning the rights of citizens to own animals as companions, as well as the differences between human and non-human animals, we are concerned that not all animals can be domesticated easily without professional knowledge. The potential threats to both owners, animals, and surrounding life around are especially profound when exotic animals are concerned, for their habits and training methods are often not known well. As such, we believe that the safety of the people outweighs the freedom of an individual, and thus the authority should intervene to ensure no tragedies would happen. |
