Message | "Given the the geographical and social differences between our regions, the current nationwide policy of breaking up farms and distributing the land may make sense in areas which are dominated by large farms and where skilled there are enough skilled farmspeople to work the land. However, in other areas with a dearth of skilled agricultural labour, or where there is a high number of small farms that are barely economically viable, it may make more sense to encourage farmers to form cooperatives which jointly work the land, or to merge them into larger units. Therefore we propose this bill which gives local governments the opportunity to set farm size policies according to the needs of their particular areas."
