BY ORDER OF His Royal Majesty David Victor III Kansar, High King of the Tela, King of New Majatra, and King-in-Exile of the Solentians, 2nd Duke of Telapolis and 1st Duke of Nordhelm, Lord of the Five Kingdoms and Protector of the Realm;

With the recent return of the former ruling party of the Kingdoms of Antepec and Ferene, the noble House of Leylabi, a cadet branch of the House of Torvellian, His Royal Majesty understands that their is a need for open discussion on the situation of the aforementioned Kingdoms, as they are now ruled rightfully and benevolently, with His Royal Majesty's blessing, by members of the noble House of Arinidi.

With such in mind, His Royal Majesty announces a conference on the matter to be held at the Castle Victor in Telapolis beginning on Christmas Day, December the 25th, 3334.

The conference will be moderated by His Royal Majesty in person. Jordan of the House of Leylabi, claimant to the thrones of Antepec and Ferene, and their Royal Majesties Sylvester I and Sylvester II of the House of Arinidi, Kings of Antepec and Ferene, shall be invited to present their cases to the High King of the Tela.

His Royal Majesty wishes to remind his loyal subjects prior to this conference on what is sure to be a heated topic that matters such as this will be decided peacefully and by negotiation; violence or the threat of violence will not be tolerated and will be grounds for removal from the conference. Members of the Royal Guard will be present at all times to ensure tranquility in the Royal Crownlands. Furthermore, His Royal Majesty wishes to remind his loyal subjects that it is not fitting to make demands of the High King of the Tela. He shall act in the interest of the Realm of Telamon, not in the interest of individual houses.

But what about God? As you know, our House was granted divine rule over these lands upon the formation of our great state. The Kings of Ferene were to be Leylabis, the Kings of Antepec, Torvellians. Since the unification of these two houses under the single Leylabi banner, there is no question of our divinely-granted right to rule the lands God chose for us. The Lord Chancellor mentions the people, but the people of Ferene are our minority Queranzariah populace; do they not require the leadership to be of their faith? These Arindi are not even Queranzariah, they are Theognosian.

First, let my family make this PERFECTLY CLEAR, we are NOT Theognosian. While we bear great respect for the religion, we are devoutly Artanian Catholic, as was our most notable leader, Prince Calvin, god rest his soul who led our family to this religion.

No, we did not cross the seas with you, but we fought back those who wished to challenge you and have championed you across the world, even against the Solentian Liberal, who we had no dealings with before our loyalty to you. It is these traitors, cowards who fled before the Stafford pigs in your desperate hours when all of our work could have been thrown to the dogs and all of our families murdered, it was us who were here, and it is us who have been by your side. You appointed ME your hand and in the final hour, it was me who you and your father chose to lead the cabinet after the Torvellians and their Leylabi lackies proved to unreliable. Message"The House of Arinidi has waived their right to speak again, as they feel they have said their peace. We shall now add our input to the discussion.

We recognize and deeply appreciate the contributions to the Realm that each of the noble and royal Houses Arinidi, Leylabi, and Torvellian has rendered. It is with great weight that We admit that without each of the three aforementioned great Houses, the Royal House of Kansar would not hold sway in either Telamon or Solentia. We are grateful for your continued loyalty and dedication.

We recognize the longevity and tenacity of Torvellian and Leylabi loyalty to Our house. Indeed, in Solentia, the Torvellians and Leylabis have labored long for the divine right of Our house to the throne in Halion. When Our father the late High King Michael Victor crossed the seas after persecution in Solentia, We were blessed to see the devotion of the Torvellians and Leylabis as they crossed the waves behind us. With their help the Five Kingdoms were empowered and they were given the Kingdoms of Antepec and Ferene as compensation for their endeavors.

Afterward, but indeed, not long afterward, Our Realm in Telamon was strengthened by the coming of the noble House of Arinidi. Their ancestry was not Solentian, and they owed Us no natural loyalty other than that owed to Us as the Sovereign of their new home. Yet they granted Us unyielding loyalty and set out to integrate themselves with Our house. They yielded to Our religion, Our court, and were granted little in thanks for some time. Yet they labored on. As minor nobility, they established themselves as experts in foreign affairs and represented Us admirably abroad. When Our reign was threatened by the Stafford pretenders, the House of Arinidi was responsible for a great uproar in the international community against the interlopers. Their actions in that time of instability earned them Our deepest gratitude. Indeed, if they had wished it, the Arinidis at times could have challenged Our own rule, but by their sincere loyalty have remained Our most reliable subjects.

The Kingdoms of Antepec and Ferene were granted to the Torvellian and Leylabi houses in thanks for their efforts in the service of Our father in times prior to and during the immediate foundation of the Five Kingdoms. However, in the time since, Our immediate rule in Telamon has been threatened, challenged, and tested by pretenders. Our most stalwart champions in these black times were the Arinidis. While We understand that the Torvellians and Leylabis left to defend Our claims in Solentia, We must, of course, place Our realized Telamonese claims at a higher importance than Our potential Solentian claims.

For such devotion, and with the Torvellian and Leylabi absence in mind, the Arinidis shall by Our decree be allowed to maintain their rightful Kingdoms of Antepec and Ferene under Kings Sylvester I and Sylvester II, respectively.

We do not mean to slight the House of Leylabi by granting these Kingdoms to the House of Arinidi. Your devotion to Us is unquestioned in Our hearts. With this in mind, We ask the Kings of Antepec and Ferene to grant titles and lands to the House of Leylabi as befits their status, from the fairness of your hearts. Also, We are prepared to grant a duchy upon the Royal Crownlands of New Majatra to Jordan Leylabi, as well as the hereditary title 'Prince of Telamon' to be borne by the Head of the House of Leylabi until the end of time. We are also prepared to grant the hereditary title 'Prince-in-Exile of Solentia' (until such time as Our rule their is restored, at which point the title shall be amended to Prince of Solentia) in recognition of the Leylabi labors in Solentia, also to be borne by the Head of the House of Leylabi until the end of time.

We feel that Our judgement has been fair in this matter, and ask each of the Houses to agree to such, so that this matter may be placed behind us."
