In order to avoid potential for a military coup I believe we should keep the army from making arrests, and since the military will no longer be allowed to assist in potentially dangerous situations, allow special police units to use firearms in extreme circumstances.

MessageIt means they are involved in the day to day lives of Beluzians and that it will seem normal for them to arrest people. One of these days they might "issue" a warrant of arrest for the High Count and anyone else who disagrees with them.

The military is obligated to political neutrality.
The High Countess has her own loyalist paramilitaries separate from the neutral armed forces.

Also, the High Countess is a part of the law, which the soldiers are made to enforce.

MessageLet me say: I am okay with either system - it doesn't matter whether the police are separated or not, but I personally support this bill because of Article 2.

MessageOOC: Correct me if I'm I get anything wrong Karav. When Julius took over Rome it was after the military had started arresting people and leading coups, whoever had the biggest army granted himself the honorary term dictator, which had none of the negative connotation it has today. Anyway Julius, Pompey ( I think it was Pompey) and some really rich guy formed the Triuvate (spelled incorrectly) and took over Rome. Once the really rich guy bit the dust Pompey declared himself dictator screwing Ceasar over. Pompey was scared of what Ceasar would do to him so he decreed that the Millitary was banned from entering the Roman Penisula and to do so was treason. When Ceasar crossed over the Rubicon he was committing treason. So Ceasar leading a huge army fights his way into Rome to discover that Pompey has fled to Egypt. If you want I can get into that too and all the stuff about the assasination and the second triumvate, but it's not essential at this point. Anyway Ceasar declares himself Emperor and his best freind conspires with the rest of the Senate to kill him. There is a great play about the conspiracy, Cato, the one by Shakespeare sucks.

MessageOOC: Beluzia's system is based on recurring coups. We're not Rome. The neutral soldiers/police only matter in a coup if the coup is done through legislation. Houses have paramilitaries separate from the union's neutral security forces.
