Whereas, We feel it is the government's obligation to do all in its power to provide for the civil defense of the people in wartime, both bing better for our citizens and better for the war effort, We hereby propose that the government maintain a system of shelters across the nation. |

Message | actually, I think that this is a step down from the previous law. Whereas before ALL buildings had civil defense, now just a string of them across the country have defense. |
