MessageWhat do others think? I suppose that increasing the compulsory education age to 17 and lowering the age of adulthood to 17 would have the same effect and would work just as well.

The problem is that if someone finished compulsory education then they are no guaranteed the rights of an adult should they become completely economically-active.
