Message | Onorevoli colleghi e colleghe, la prima parte della proposta intende riformare il processo in modo da velocizzarlo, riducendo il secondo grado di giudizio al mero controllo di "cassazione" delle sentenze errate e rendendo i tribunali più vicini alle persone, salvo che per il grado di appello, riconosciuto invece ad una corte centrale. La seconda parte è invece diretta ad una riforma del sistema carcerario: l'obiettivo del carcere non dev'essere "rieducativo", termine che personalmente associo a sistemi totalitari, sebbene usato in perfetta buona fede e con le migliori intenzioni. Dev'essere invece, semmai, reintegrativo: rendiamo il lavoro un sostentamento quasi obbligatorio per i detenuti, fermi restando i diritti riconosciuti a tutti i lavoratori, e rendiamoli in grado, una volta fuori di qui, di poter scegliere, senza remore, la via della vita onesta, piuttosto che il crimine.
