| Studies show that areas where adults are allowed to privatly own firearms have a lower crime rate than areas where privatly owned firearms are illegal. A criminal is more likely to break the law whene he knows nobody is armed. While this won't make crime obsolete, potential criminals will think twice before breaking the law. |

Old value:: Adult individuals may not own firearms unless professionally required.
Current: Adult individuals are allowed to own and purchase guns freely.
Proposed: Individuals are allowed to own firearms as long as they do not have a history of dangerous mental illness or a violent criminality.
