Setting sales tax at one uniform rate will save administrative costs. Essential items are highly elastic, and a slight increase in price will not likely be passed on to the consumer. The reduction in luxury items is justified because they are usually more inelastic, and often the consumer will be forced to bear the brunt of price increases. |
