Description[?]:
We believe that the state should ensure the availability of information to all. This is, to our understanding, a clear obligation the state has to its people and should not be discarded in any way. Apart from communicating government actions, the state should also seek to make available other information, be it cultural or scientific. The state does so through the public library system, however, we believe that this system is in need of reforms in order to make it much more effective at completing its goals. This proposal dictates that the national government contract with the private sector the management and maintenance of the National Library System. As such, the state will be charged with the financing of the system to ensure that the system is available to the public, and the private entity will be charged with the allocation of such funding and the hiring of the workforce needed. The National Library System will be branched into provincial systems. Each province shall have their own system and will be the body charged with contracting with the private sector, and may do so as they see fit. The contracted private entities have complete freedom to manage their section of the National Library System as established by the contract. |
