Description[?]:
We believe that in lieu of an actual game mechanism which allows the President to ask the head of the Party which receives a plurality to form a government, this is a mechanism to ensure that that happens anyway. The Goal is to give the Head of State winner some actual power over the composition of the Government and to make the formation of the a Government a less contentious and chaotic process. This Bill therefore requires that government coalitions be proposed by the President of the Republic. There are two stipulations for this power at this time: 1) Decisions SHOULD be made with the advise and consent of the Party that obtained the Plurality in the elections. 2) Decisions should be made in accordance with the longstanding principle of Separation of Powers, where the Head of State and Head of Government should NOT be from the same Party, no matter what other consideration is made in the formulation of the Cabinet bill. We think this is a necessary first step to the permanent establishment of a Kalistani Constitution, and will be an important addition to the Kalistani Cultural and Political Protocol, found at http://classic.particracy.net/viewbill.php?billid=354850 We are interested in feedback on this and will leave it open for six months before moving it to a vote. We are prepared to add additional stipulations to the Description. |

Message | Initially the NA was opposed, as we felt it infringed on the sovereignty of the people's assembly. However; we like the SPoK's argument that the it gives the President actual power to referee the process and provides some sort of stability. We whole heartedly support this measure. |

Message | We were very concerned about the appearance of a power grab, which is why we didn't propose this bill while we were in a position to benefit from it. However, if we can secure anough votes for this bill's passage and it enters into the Cultural and Political Protocol, we will endorse the current President of the Republic in the next election, to show that we are interested in promoting the principle, rather than in obtaining power. We think it is important to give the Head of State some power, and this happens to be the way we can do so in law. Therefore, we can only say we greatly appreciate both the support offered by the New Alliance on this bill, as well as an opportunity to work constructively with a government we otherwise politically oppose. |
