In keeping with Lodamun's national parks law, and acknowledging that environmental issues often cross international borders, the governments of Gaduridos, Kalistan and Lodamun agree to enact an East Coast Marine Preservation Area. This area will guarantee protection of fragile offshore coral reefs and the fish stocks living in those habitats. Enforcement of the Preservation Area shall be left to the jurisdiction of each State, with the advice of a tri-national advisory board composed of one representative from each State. |

Message | Excellent proposal. And, may I say, not before time. Only last weekend I took my family for a day trip to one of the more commercial centres along our eastern shore and was somewhat disgusted to find human faeces, yes, faeces, floating so close to the shoreline that our recreational rubber dinghy was temporarily invaded by at least two of them. Suffice to say, it put something of a damper on our enjoyment of the traditional candy floss, fish 'n' chips and one-arm bandits. |

Message | The idea is an international treaty by which each state agrees to protect the marine areas. If the other parties do not feel an international committee is needed, then this clause can be removed. |

Message | The CCF believes that the offshore marine habitat is a single ecosystem that would benefit from common stewardship. The sections in interational waters need common agreement from all neighbouring countries to protect them. The fact that all three nations agree by internaitonal treaty to respect the areas increases the commitment in each country to wise stewardship of marine habitats and associates us with our neighbours ina common endeavour to all our mutual benefit. Scientific expertise on coral-reef protection can be pooled. At the same time, the bill has been written in such a way as to ensure that the navies of other states have no enforcement power in our territorial waters. It is for all these reasons that the CCF recommends a yes vote on this treaty. |
