The National Curfew Policy and State of Emergency Reformation Act (http://classic.particracy.net/viewbill.php?billid=318927) needs to be updated to reflect the changes in government and government agencies stances on curfew and state of emergency.

Article I
Section I - The declaration of a federal state of emergency must have 2/3 of the Federal Assembly of the Dorvish Federation voting YES for the proposal to declare a federal state of emergency;

Section II - In order for a constituent member of the Dorvish Federation to declare a state of emergency the respective government institutions must approve as well as the Ministry of Internal Affairs and the President and Minister-President of the Dorvish Federation;
