For the benefit of the bloc, the bloc government should still operate the interstate railways, and the local governments can decide what to do with their branch-off rail networks. I think the Karavs would keep private railways in Iker Ado, and I'm sure you would want it in Negunia, but I don't think privatization is appropriate for everywhere.
