Gambling shouldn't be legal everywhere. It should be illegal in some places to allow citizens to travel to Iker Ado when they want to gamble. If it's legal everywhere, outsiders won't come to Iker Ado too often.

Kristov V,
Count-General (Head of State) of Iker Ado

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context.

Random quote: "We must face the fact that the preservation of individual freedom is incompatible with a full satisfaction of our views of distributive justice." - Friedrich August von Hayek
